You need 500 of them to make it good.

No, because removing the protagonist's voiced lines doesn't change the writing.

Changing the dialog wheel to show the options doesn't make them different from the same thing three ways and a joke.

I only care about the exploration and gameplay, I dont expect a groundbreaking narrative from a Todd & Emil Joint

Story is what the player chooses to do. The dialogue is irrelevent.
You can be a good guy in Fallout 4, join the Brotherhood and kill Danse. It's just that most of the content is evil.
The problem with Fallout is that the entire idea of a destroyed world leaves nothing worth exploring. Fallout has the loophole of Vaults but there were hardly any of these in 4.

No, the exploration will still be empty infinite mobile game corridor dungeons, and the gameplay cannot be fixed because it's still Bethesda everquest grinding.

mods make good games better; they don't make bad games good.
luckily Fallout 4 is a good game.

Fallout 4 modding is pretty grim, it's either stalker overhauls or ported mainstay mods from previous games.

Why does it have such a dead modding scene compared to NV or Skyrim?

the engine's scripting and graphics capability got dumbed down in favor of better and more consistent performance.
for example, the pre-combined static meshes makes the game less resource intensive, but also makes it impossible to have a working static mesh improvement mod.

          Precombines are engine-level?

            Anonymous

the capability to load data in that way is, yes. it was an intentional design choice to have the game load static meshes as precombines, and it would be an immense undertaking to un-bake all of that, which is why we only see precombine patches on a case-by-case basis.

Apart from the technical point already pointed out its also simply inherently a shit, boring game literally no one spend time with.
Skyrim is, as much as people like to hate tes games, flawed but in no way outright shit to the point even installing it would be a questionable endeavour. The story is shit, the mechanics are shallow and flawed but running around unmodded and aimlessly bonking some dragons and doing a few rewarding quest lines while exploring the rather beatiful landscape and watching not underworld protagonist rape magic vampire breasts will be fine for a good couple of hours.
Same with NV. Mechanics are even more flawed and exploration/sandboxing rather limited and its ugly but the stories, the charakters and the different settings are worth it.
Fallout 4 is like Fallout 3 but without a good counterpart contrarians and indians can discuss it over and the modding scene for F3 ist also dire. No one actually plays it because its that bad and since there is nothing to attach it to like F3 is attached to NV as they are fundamentally the same game with a different setting no one even discusses it. There is no redeeming counterpart. Fallout 4 was fallowed by Todout 69 which managed to be even worse beth slop and a totally different game. People make the mistake to categorize NV as Bethesda game which it isnt. Thats why it has an active modding scene. The actual Bethesda Fallouts are completely forsaken three months after release and no one touches them again.

Fallout 3 modding was okay before TTW came out.

gaggle of talentless homosexuals rushed the modding scene early on trying to get e-fame.
Then all the talented modders arrived later were hoovered up by giant modding projects that will never get released. They did their bit then quit years ago

        Basically homosexuals ruined it.

The mods are the reason I stopped playing actually. I had a mod that replaced one of the rifles with M1, or maybe HR from New Vegas, the model disappeared and wouldn't appear even without the mod, the character had empty hands. Asked online, got told that it's a weird bug that happens sometimes and no one knows how to fix it. Never had anything like that happen in any old Bethesda game, and I've been modding them since forever, got into 3d by editing Morrowind weapons.

enhanced color correction, darker nights, light tweaks, reverb and ambience overhaul, armorsmith, death physics, bullet physics, remove voice and show dialogue those are mine.

armorsmith adds a ton of stuff that I don´t need I use it for armor over all clothes and because it shows holstered weapons
