The story is something distinct that may or may not be included in a game, in the same way a story might be told at some get-together but is distinct from the get-together. As for whether the same is true for art, it depends on the definition of art. Video games are not fine art. There’s no debating it. Are they low, or commercial, art? I would say no, but it’s up for debate.

The actually important thing here is that not all art is created equally, and there can be shit "art" that fails to deliver any kind of transcendental experience. Usually the new and unique is more praiseworthy than a cheap copy, so that's another factor to consider.
It's art for me. The artistic elements of a videogame are more nuanced.
Take PS:T, you can consider the discovery of the character of TNO throughout the game art. Just a different type of it. Of course there's the other aspects of the game, like sound and visual, but games incorporate the gameplay as art, because you're the motor of the narrative.
