You can unironically remake most if not all visual novels in power point, without losing very little.
I used to make videogames in power point as a kid, so that doesn't mean much.
Anyway, VNs for the most part are obviously games, only people who haven't played a very wide variety of games would ever come up with the idea that they aren't.
The exception is kinetic novels, which are visual novels, but can't really be considered games (as there's no choices or interactivity of any kind).

There is almost never a video in these games. Moving elements of the screen is part of the videogame format. Visual novels can exist as bookgames or some of that other shit, but they are strictly not videogames.
