I beat the game on Professional, upgrade your Power to max and you'll always stagger with one bullet, RARELY two if it's an enemy that turns into plagas
Okay maybe ,my post is a little disingenuous, you're not going to be able to one shot stagger enemies with the TMP or Bolt Thrower, but pistols and shotguns will still do so.
I would just grab the phone and tell saddler that he should let the plagas breed with ashley and/or just throw her into the mother plagas to merge her with some weird shit like a dog or something.

If the whole plan was to use Ashley as a Trojan horse to infect the US government, why does Saddler stop Leon from escaping after he finds her at the church? She was already infected. All he had to do was let them leave and his goal is accomplished.
Doesn't she tell Leon they injected her with something almost right away? She did in the original, dunno about the remake. Leon would let the US authorities know, she'd be examined and the plagas removed. They wanted Ashley to stay there long enough for the plagas to take over, then she could say she was fine, they'd give her a perfunctory exam that wouldn't turn up anything and no one would be the wiser as she went about her mission.
They had to wait for it to fully mature while still in range of the master plagas. Otherwise the alternative is sending them back early and then somehow getting Saddler or someone else with a master species close to the White House.
