There's no way they will make it a potion. Mojang is averse to adding new potions for some goddamn reason.
It's gonna be some ugly ass claw you leave in your "off hand" slot (Like the totem) to place the blocks in your main hand.
Which will make it such a hassle, as the offhand slot is really nice to have for placing blocks and the main hand for tools to break them.

There are a million other more useful features requested for years yet they add a fricking cosmetic item for a useless mob.

In java edition you can enchant horse armor with an anvil. You can’t give it frost walker but you can give it protection, thorns, feather falling basically every single general armour enchant exept for unbreaking and mending because horse armour has no durability. Idk man it has been a feature on java for a long time. Although i don’t think i can speak for bedrock trannies.

A new type of spawner will also be interesting for Java custom maps (although it can already be simulated by just giving a spawner a 4 day cooldown or similar, since nobody will wait for it).
Or just… use a command block.
You can't spawn custom mobs directly with commands.
But what you can do is duplicate a primed spawner near the player and delete it (or give the mob block break so it auto-breaks it) when they enter a specific location.
