No, it's implied that he's supposed to be able to hear Ayre but he doesn't have a full connection. Either his augments were botched and he can't form Contact, or that's all you're able to hear until the Coral has actually reached out to you.

Super weapons might be able to win individual battles, but they cannot win wars because they cannot be everywhere at once, and their numbers are limited. ACs are the tip of the spear, the MTs are the rest of the blade and the shaft.

iirc ACs aren't just crazy expensive but also require a pilot that can survive the expensive training and augmentation just to operate one, giving them a ridiculous level of skill and adaptability that's incredibly rare and valuable. I think AC pilots are more rare than they seem at first. I believe the entire concept is considered outdated even before the start of AC6, and corporations and governments are trying to phase it out. But it's hard to beat an ace AC pilot just by throwing money at the problem, they really are playing a whole different game and it allows the concept to continue to hang on

My own personal headcanon is that LC/HCs are basically what would later become the Normals in the AC4/FA universe. I know it's not actually that but I like to pretend it is
ACs are great for mercenaries because they're modular. LCs and HCs make more sense for an army because they're more cost effective and have more guys to field.
rusty is supposed to be a pilot thats on par with you canonically but you never actually see it because the stagger system kneecaps every other AC in the game that isnt you

You are correct Iguana had a botched surgery and basically never had a contact situation like 621 did. Wether the Noises are Ayre when you fight is entirely up for speculation even with the last ALLMIND boss because it's never expanded upon and Arye doesn't mention in great detail at all

Even without OP weapons the game is way too easy. The game invites you to combo the boss durjng its stagger window, but doesn't feel balanced for it, so you get staff like pilebunking Ayre for over half its healthbar. It's not like the game has leveling or you can spread points to stack 18 buffs after watching a Youtube build either, so the game balance is completely fricked regardless of you going out of your way. It's not enjoyable to be good because it feels like tha parameters are generally tuned around the players being sloppy, not being efficient at staggering and taking wrong loadouts all at the same time.
It's also a pretty baffling design choice considering they went out of their way to make Souls boss moveset for giant mechs
