minimum requirements are always just the lowest spec computer they have sitting around to test it. naturally as older equipment is phased out, it'll look like requirements are ramping up even if it's some 2d indie pixel game or whatever
I just got a 160Hz monitor so I would have hoped they just have completely unlocked FPS like a proper PC game, but if it's locked to 120 that's not too bad. Maybe it's easy to unlock like in ER, which runs perfectly well at arbitrary FPS.

BG3 is usually CPU dependent, if you have an older one it's going to run like shit in Act 3, it barely runs in 60fps on high end setups.
Overall, past Act 1, BG3 is an unfinished, unoptimized mess.
