    Excluding the fact that it only has 1 character instead of 2, RE3 has more content than 2. There are more backgrounds, more enemy types, more zombie types, more weapons, more puzzles, etc
    The only difference is that it only has 1 character instead of 2, but in 2 the differences between the 2 characters are minimal; and the kind of differences you'd have depending on each character in 2, 3 has those within one character scenario by having different events that can trigger either randomly or depending on the player's actions.

    So really it has more content, but RE2 is laid out in such a fradulent way it makes it seem like there is much more than there is, by having "4" scenarios, 2 of which are just the same as the other 2 but with less stuff; and all 4 scenarios are 90% identical. There are more different things that can occur in RE1 than in 2 despite 2 supposedly having "double" the amount of scenarios. The entire scenario system is a rip off and people still fall for it today.

        That's a point in 3's favor tbh. I replayed it more than 1 and 2 combined as a kid. It's a very fun, brisk game to play through and the gunpowder mixing gives you a decent bit of freedom to play around with different weapon loadouts once you've finished it a couple times. I just hated Carlos' part interrupting the flow of the game but you can blow through it pretty fast after the first time.
