I did some checking and testing:

Easy Mode is "harder" than Normal Mode in every scenario, reduced EXP again with no other changes.

they didn't "forget" anything. it's harder to code it the way that they did than to code it in a way that would affect stats. they did it on purpose for some reason.
It's pretty sad when there are entire hacks with actually increased difficulties including IV/EV/Nature/Abilities, running on spaghetti pirated code. GameFreak is a fricking joke.
I don't even get why they coded it in a way they did. The only logical answer would be issues with space but even in 2011 we were not living in times of tiny, little Gameboy carts and I don't think that additional tables with fully coded new teams would take so much space.
Anyway, this kinda makes any Nuzlocke shenanigans with level caps more interesting because iirc Easy Mode also has this issue but with lowered levels. So you have lowered level caps but Pokemon still have their normal level stats.

Only Marshall, the rest are buffed quite a bit
E4 members don't get any moveset changes in challenge mode, they just get items and more pokémon (and replace some of their weaker mons, like Grimsley replacing his Liepard with a Tyranitar)

Marshall's conkeldurr's ability is changed from guts to sheer force in the rematch (this happens in all difficulties), but its item remains a flame orb in challenge mode
