And what this does is permute the item you have selected with the one at the target position. You cannot freely move a single item, and if the item at the target position was already at the right place, you'd need to make a cascade of permutations to get it at the right place again.
SELECT KEY the item you want to move
use the up/down buttons
clip SELECT KEY again at the position you want the item at.
You could just move the item you wanted up one at a time it's not that hard.
The funny thing is that they actually fixed this in GSC, then they went back to the Gen 1 method for RSE.

RBY is more visually pleasing than FRLG. The sprites have more personality, the simpler visuals let the lack of overworld variety be excused for a bit, and even then it still has more overworld variety than FRLG.
