Because from corporate view, it is never censorship if it happened before release and during development. That's it. They knew it was censoring, but they thought it was necessary because Sony "told them so".
That’s highly unlikely, but then again it’s Unreal Engine 4 and not any kind of proprietary tech, so if Sony have access to the source code via their publishing arrangement not entirely impossible. You can start the CD it without patching and it boots to V1.0 which has more gore and 1 costume untouched. But several other costumes got obviously censored during development and these are on the CD release as well.
