12 does not enter the top tier inhabited by 1, 5, and 11 but is close on their heels. The Ivalice aesthetic is not my thing personally and in any respect the game feels just a little bit slow, but the job board puts a lot of weight on it's back and it captures some of the big wonderous feeling that is missed in 16
