Chikorita's the best because it makes Silver take Cyndaquil, meaning in Azalea Town he has an entire team weak to Magnitude and Rock Throw, letting Geodude clean house. When you get to Goldenrod City you can pick up the TM for Rollout and use Whitney's strategy against her, except better.

Bayleaf can't take down Miltank through one Reflect, Reflect won't save it from Rollouts 4 and 5, then Reflect wears off, and now you have done pitiful damage and have to use the rest of your team against a basically healthy miltank.

I'm not going to list reasons why Leaf Guard is a shit ability since everyone should know why by now. The additions of Body Press and Knock Off were appreciated (especially the former since it scales off of the base 100 Defense to frick Steel) but Meganium needs more than this. The removal of Aromatherapy doesn't help.
