I always assumed baby Pokémon were a smart way of introducing strong in game Pokémon like electabuzz and magmar to the early game. Turns out they're there for plushies for already cute weak Pokémon and as tickboxes for the Dex that may or may not be difficult to obtain

If you have problems catching Elekid you can just play Crystal Clear and start with it.
Magby and Smoochum are the same way while others like Igglybuff and Cleffa are easy to catch. There really isn't a good reason behind it.
There is a reason, and it's because of the catch rates of Electabuzz, Magmar, and Jynx. They also have a catch rate of 45.
That's a terrible reason. First stage mons normally have higher catch rates and gen 4 babies don't follow that rule.
