you have to find chips you've never encounter before to raise the library, I believe you need 60 in total to get the ms yuri memo. I'm almost done, currently at 55
i quit the game at that part back then because i thought she meant to increase my chips and i was playing with a complete library gameshark, so i though i bricked my game i didnt want to start again.
