This is the quintessential reason. Any good quality we've seen from a Gundam game came as passion from the developers making it rather than a desire for quality from the people bankrolling it. Gundam Evolution was pretty standard fair as far as Gundam games went, a legit game made by people you can tell care about the series bogged down by the greed and rush of executives.

Gundam Vs Zeta and to a lesser extent Fed Vs Zeon are the only gundam games that feel like the Anime. The jobbers get one shot. There is a proper amount of clunkiness and the graphics fit. And luckily its a good game.

Operation Troy is pretty good and it's a Battlefront clone but it's trapped on the Xbox 360 and was Japan-only, a fan translation came out recently though, good luck running it on Xenia though.
The PS2 games were "okay" though, but Zeonic Front was pretty great. CCA on PS1 was surprisingly fun too.
The same reason why superhero games were dogshit for the longest time; they sell gangbusters regardless of their quality.
Obviously every now and then somebody had the crazy idea to make an actually good game, and eventually that idea even stuck in the west, but the japs are clearly not there yet.
