Not really. The issue is how many Ground types are in the tier. When you've got 8 bulky Ground types competing for usage with eachother, something is going to fall in usage. That's what happened to Garchomp and Landorus-T. Heatran, on the other hand, is a victim of there being 8 goddamned Ground types in the tier. Might as well make a tier filled full of Fighting types and ask why Kingambit fell to UU.

Shuckle's never been very good in OU because it does nothing besides set webs. Traditionally, Galvantula and Ribombee have been the go-tos, but Galvantula is gone.

Alright, thanks. I figured that Sun Bike was there because it's a better Groudon, and probably explains why Kyogre is up there as the best rain setter. I did forget about Quark Drive and the boost it would give to other pokemon, especially since people probably don't shut down terrains like they do weather.
Terrain can only be removed by using a different terrain or using Ice Spinner, which are both very uncommon so disruption of Eterrain is very hard since No Tapus of Healthy metagame.

Tiers work by banning everything in the tier above. You can use every Pokemon not in Ubers in OU. In UU, you can use every Pokemon not in OU or Ubers. This means that Pokemon like Quagsire, which can fall all the way down to the bottom tier if the conditions are right, can see high usage in OU or Ubers. Quagsire is one of a small handful of Pokemon that have jumped from a bottom tier to a top tier within a month because their skills were suddenly needed. Blissey jumped from Never Used all the way to Over Used because of Freddy Fazbear.
