Gardenia already stole the Turtwig line because there's barely enough Grass Types in DP Sinnoh to fill her team that aren't already used elsewhere, I.E. Aaron using Wormadam and Candice using Snover AND Abomasnow.
I guess Carnivine was off limits for Gardenia because they didn't want to confuse kids with Levitate so soon, or something.

Based team. The 2 Gravelers and Golem would all know earthquake and explosion at E4 levels. Poor Sandslash got done in hard in KANTOOO though, his best levelup move is fury swipes. If he got agility and slash as level up moves he'd be good.
