Honestly DOA 1(Saturn) is better than Plus (PS1). Saturn version also have improved gameplay than Arcade.
I know most people wouldn't want to hear this here, but fighting games are an iterative process. Latest game is generally the best when it comes to gameplay, unless something has gone wrong. Only reason to play older fighting games are story, graphics and music. Which is a great reason of course.

Not a single 3D fighting game from the 90s has held up. They all feel like stiff garbage.
Tekken 3 holds up well enough. Not much difference from Tekken 7 in terms of fluidity and controls responsiveness

Tekken 2 and 3 are both still great, tried playing Virtua Fighter 2 again and holy shit I can’t believe I liked it as a kid. The graphics really carried it.

Then I suppose you think that the polygon throughput of Saturn's GPU was not a feature either? Both of those things were technology limitations that games were designed around. Doing things that developers were not anticipating results in a worse experience more often than not. You cannot just make the lost lines from interlaced image magically appear out of nowhere. It's lost information. Deinterlacing is trying to recreate that information with a whole bunch of assumptions, but makes the end result look worse more often than not.
That's not true, most CRTs will not try to deinterlace and instead directly update every other line every frame. And interlaced signal looks better without deinterlacing.
