You could tell they sort of tried to improve them from Oblivion. Seems like they partly tried to apply the FNV lesson in F4 with mixed results.
Anyway, they do all suck, but it’s fun to pick them regardless. Part of role-playing is in your imagination after all.

IIRC the Dawnguard members and the Dark Brotherhood recruits are the ones who can get to the highest level out of all the followers.
