The most interesting political and warfare developments in Chinese civilization take place here. This is the period that eventually led to Qin Shi Huangdi and the first universal bureaucratic empire in China.
The Three Kingdoms era, on the other hand, is a snooze.
Maybe one of the reasons is that this period is alien to even modern Chinese. The Han ethnicity wasn't crystallized until the Han dynasty, and after generations of barbarians were assimilated into a new and broader imperial Chinese culture.

You still have the rise of the republic campaign in rome2. One of my favourites in that game aside the Ceasar LARP in the Gaul campaign and SOL Invictus LARP in the Aulerian start date.

That's actually a good feature for most time periods, ESPECIALLY medieval ones. Medieval states were very much limited in whom they could assign a field army to command. Giving some random dude an army to command should have political repercussions. Garrison troops are already represented, though a feature to detach units for garrison duty would be nice.
