Heroes works well enough to introduce newbies to animated Pokemon shit.
Jirachi for a minor feels trip.
Yajima's Power of us and Secret of the Jungle are a more disjointed from the usual formula in terms of focus, showcasing a higher interest in highlighting movie characters working together under the idea of an ideal instead of the usual protagonist saving the day.

First 5 movies are a must (Either sub or dub for the first 4, sub only for 5). Besides those, movies 8 (Lucario) and 21 (Power of Us) are also recommended.
Movies 6 - 7 and 10 - 14 are okay. 9 and 15 - 19 are lower quality. Can't say for 20, 22, and 23. Also recommending the Mewtwo Returns OVA and if you want something really different, the live action Detective Pikachu movie.
If you've seen movie 2, you've seen movies 5 - 19.
Pokemon 4 is garbage. The other 4 are decent to great.
Movie 4 is required as to see what killed the anime.
