The problem is the existence of Assault Vest, there's rarely any point using dedicated special tanks when you can just slap an item on any generally bulky Pokemon. Defense doesn't have any way of gaining an immediate stat increase.

said, regular Defense tends to be paired with a slow guy that can at least hit really REALLY fricking hard, so at bare minimum you could use them in casual pretty decently

happens with pokemon with a lot of phys defense as well but most physically bulky shitmons can at least hit back hard ala Golem and Aggron
