Well you can just play against bots in the multiplayer mode. You aren't forced to play with others.
The original has 3 campaigns, one of which lets you play Axis and some gimmicky mini-campaigns, two of which are focused on the axis. CoH 2 has the Ardennes Assault campaign which is Americans and the theater of War though the latter is more gimmicky skirmish matches/scenarios, though those aren't highly regarded.
Basically, CoH1 may have what you want if you just want campaigns. If you enjoy bot bashing, CoH2 may be worth booting up or grabbing it when they throw it out for free again.

Hoi3 is the go to for most of this board and its a solid choice even though its paradox. HOI3 and 4 are the most "sandboxy" ww2 strats that arent completely fisher price.
War in the East is good (haven't played 2 but 1 is good)
Graviteam is solid as well. Not a true 4x, but you do get to control units on a big map and then go watch battles unfold on a smaller map. Map battles are not at all micro intensive which adds to the "strategic feel"
Do Not Recommend
Steel Division 2 while it does have a plethora of campaigns and features small and large battles, it does not really do a good job of making them fun or interesting. Most battles are holding off AI spam and the Auto-sim is not good
Making history is another bad choice unless you want a SUPER casualized experience. It was my first ww2 strategy game and is made for an age range of 8-14.
Strategic command is a little more in depth than the aforementioned but super large scale has issues.
Overall I'd recommend War in the East if you want something really deep and Axis focused.
Go with graviteam if you want smaller campaigns and 3d battles.

I'd suggest Armoured Commander II, it's not pure strategy game but roguelike with rpg/strategy elements. Basically you play as tank commander, you have your crew, your tank and you do various assignments. There are like 50+ campaigns spanning from '39-'45 so there's quite a lot of content.

The ai is dumb as shit to the point where you might as well play hoi3. The only thing slowing you down are the supplies and railway repairs.
There is that one mod for Panzer Corps, Battlefield Europe it was called I think, giving you a seriously huge map of Europe to fight over. It turns Panzer Corps into a discount big boy strategy. Wish someone made something like that for PC2, but the 3D map of entire Europe might be too much for the engine to handle.

Hearts of Iron IV is the most in-depth WW2 strategy game on the market right now. But it's very hard for beginners to pick up and play, so you might want to try a different game.

HOI4 is one of the most complex games ever created. Even most players with 1000s of hours still learn new things about it all the time, especially with concepts like naval warfare which is so in-depth to the point of real-life simulation. It's okay if you're bad at it, there's no need to be upset about not understanding the game. There are some good tutorials out there you can try, but they're all hours upon hours long because it's all so complex.
I'm just trying to troll you lol I play that game more than any other paradox title, with more dlc support on the way its without doubt one of the best grand strategy games on the market, only thing I dislike is the frontlines mechanic but that's on me.
