it's not easy, especially the more unique outfits. something like Leaf would be easy, but the unova girls have such odd outfits. even as far back as Hoenn's GBA release, the characters are difficult to pull off. Johto's outfits feel much easier.

you can take classes, i think. or watch youtube. my hands are tragically unstable, so i don't trust myself. if you can find a seamstress, they can do custom work.
also, i think Dawn's Platinum outfit would be very simple.

my friend who cosplayed Leaf replied. she created Leaf's outfit by purchasing two tops and sewing them together. she shortened one to create the neckline for the outfit before combining the two.
