          I looked into this because I was curious if there was any actual reason and the fallout wiki is claiming that the entire plan is Burke's idea Tenpenney is somehow so old, rich and senile he has turned into a moron that he's scapegoating? I don't really understand.

                He's just evil. From what I remember he describes the explosion as beautiful and if you talk to Tenpenny he says that Burke assured him everyone living in Megaton was moved somewhere else. Even if Tenpenny is dead and no one is paying him, Burke still wants to blow up Megaton because he just wants to watch the world burn.

            Tenpenny is a caricature of rich, amoral tycoons may as well be a Mr. Burns type allegory. He just wants it blown up because the sight of Megaton offends him. In reality given the size of DC he would never be able to see it or it would be so faraway it'd be inconsequential. The funniest thing is if you allow Roy Phillips, the evil ghoul who murders innocent people for fun to kill Tenpenny, then decide to blow up Megaton, Burke and Roy literally make amends over their shared, psychopathic desire to see it nuked to high heaven.

It adds complexity but both of them are saturday morning cartoon villains and there's no actual discernible motivation for it.
