Rhydon, Kangaskhan, Tyranitar and Aggron etc. are human sized which makes sense since kaijus are men in suits. The only notable ones smaller than humans are the Nidos.
There was an interview when RS came out where Sugimori said some of the Pokemon didn't look like Pokemon and he wanted to change the designs but it was too late because they already got the horn or tail moves. Considering this is the only Pokemon in Gen 3 with both horns and a tail I think it's very likely Aggron was one of the ones he was talking about
