I've made many playthroughs of the original xcom on vanilla and this is the first time I've heard about this, from what I remember the differences from the difficulties are pretty clear. Even sectoids will take multiple shots and the enemies per map are increased.
The most relevant change is increasing the resolution so you can see a larger amount of the map at any given time and making it so smoke doesn't kill the frame rate. Everything else is pretty easy to ignore or don't have to use.
Case in point most of these really don't matter for 90% of how a person is gonna play the game. Mostly just cutting some annoying bits during the overworld

So the reason you think it sucks is because it has a bug where the difficulty settings don't actually affect anything? The reason nobody noticed is that XCOM is already a really difficult game for most people and so a bug like that might go unnoticed or people just might not realize what actually changed and just assumed enemies were more aggressive or something. Not all difficulty modes are drastically different in every game, especially back then.
Master of Orion is also full of bugs that make it not play as intended but I'd still argue it's a certified 4X golden classic. Due to a data overflow bug, several races display the wrong behavior in the game and people didn't notice for several decades(like the Psilon being unusually distrustful and hostile, because the bug results in them having the Darlok race's behaviors rather than their own passive one)
The original Final Fantasy is full of bugs too where like half the spells don't even do anything. Bugs don't make a game bad.

Once you understand the principles of OG X-Com the actual gameplay is horribly boring exploits of the AI's inability to attack or hurt you in any way other than waiting around corners to kill people with reaction fire. It's one of those games that was just massively more entertaining the less you understand what's going on.
*for an example of the stupid shit you end up doing when you understand X-Com: dropping everyone's weapon at the end of their turn so they'll be harmless if mind controlled
You don't need to drop everyones weapons, you only need to disarm the soldier with the lowest psionic defence as the AI will exclusively target them with psionics

you can't really understand xcom from today's perspective
if i told you we spent like 3 months researching how to basically survive in the game and just failing over and over you'd probably consider it insane...but gaming was a totally different landscape back then and it was exciting because we had to do math
it's not really explicable to someone who wasn't around. I mean, it is, but you would not have been the target market back then. You'd have been out riding your bike.
if we ever get nu-xcom 3 they need to ditch the pod mechanic and go back to individual aliens, and ditch the combat mode shit too, you should be able to be shot from fog of war and have to hunt down the aliens. and you should have a squad of 10+ guys and the game should be balanced so that you always lose soldiers and they are cheap to replace. the super squad of power rangers shit was lame. the original got everything right. even the awesome ballistics system where you could miss a shot, and have the errant shot hit a second alien in the fog of war that you didn't even know was there.
