The irony of Caesar is that his model of civilization is closer to the Germanic tribes with the NCR being the true Roman parallel right down to a dysfunctioning republic.
Caesar's argument was more rooted in Hegelian Dialectics, such that he envisioned the end result of the conflict between the NCR and the Legion to fundamentally alter the surviving character of what remained to produce a synthesis capable of effectively taming the Wasteland. Caesar ironically wasn't actually fully bought into the idea of having a full-on Roman restoration of the wastes, he only saw the Legion as a means to an end of producing a longer lasting form of government than corrupt institutions like the NCR (which were too rooted in a pre-war mindset).
And that's a fricking stupid plan, all he would do is just turn the NCR into a wasteland, then after his inevitable death (brain cancer btw) the Legion would collapse from internal power struggles.

Just because he's in a position of power and read a few books doesn't make him a genius, or even self-aware. He was thrust into this position by fate, when he and his companions were abducted by the Blackfoot. Caesar is a flawed, egotistical human being behind his LARP persona.

Doesn't the Legion collapse immediately after his death? Doesn't it collapse if Lanius takes over? Doesn't it collapse if Caesar and Lanius both die?

Various other anti-Legion characters SAY the legion will collapse after Caesar's death, but we don't see if this actually happens and if you get Caesar killed in the tumor quest, nothing about the Legion collapsing is mentioned in any of the New Vegas ending slides just that the Legate treated his victims more harshly than Caesar would have. People still consider that the characters who say Legion will collapse will eventually be right because Legionaries seem more devoted to Caesar himself than the Legion.
It’s implied that Caesar is the main thing holding it together. It’s likely that there would be a power vacuum when he dies and the Legion would likely turn in on itself and the various factions would start fighting.

I guess it depends on whether Lanius successfully takes the Mojave. If he does, I doubt many people will try rising against him. If he fails, he'd be at a much greater risk. Still, there is a clear line of succession and if the Legion's elite truly respect Caesar's will, they'll accept Lanius as their leader unless he turns out to be dogshit at rulership.
