It has ANY functional use to the fastest class in the game
Just make the Sandman's ball set Marked for Death. No stun, no moronic movement penalty, just mini crits. Then buff the Flying Guillotine to have "crits when it would normally mini crit". Boom, most fun combo ever added to this game is back, only without the stun that apparently made it not fun to play against.
I don't think the Fan'o'War would need to be changed for fear of the new Sandman being too similar/better. Make the Sandman's marked for death window like 3-6 seconds depending on distance, then keep the FoW's marked for death window at whatever it is now (15 seconds IIRC). The Fan'o'War would reward you with a longer mini crit window for the cost of having to get super close + land a mini crit, while the Sandman would only give you a brief mini crit window for the bonus of being able to set marked for death from a distance. Seems fair to me.

The point of the classes was appealing to different mindsets in shooters, so that the game would have as broad an appeal as possible because there would be at least one class that appeals to you. Scout evasion decreases everytime his target lands successful hits. Staying out-of-sight slowly recharges evasion. Viable counter to engineers and snipers but a good heavy can counter scouts. Spread damage from rockets, pipes and stickies will always do damage but can miss on direct hits.
i think thats cause of lag in that webm, but yeah. soldier is braindead easy to play. aim at the general vicinity of their feet and its guaranteed damage
As a 2.3k hour scout main and 9.5k hour player in this game overall, scout is really quite balanced, and you can seriously clean servers of players if you're good with him -- if you can move, dodge, aim and shoot and play mindgames with the enemy -- people will absolutely fricking howl at you in the in-game chat, accuse you of cheating, etc.
However with the addition of so many new projectiles and other weapons and dumb shit in the game over the years, the classes haven't been properly adjusted to compensate -- so yes OP, I sometimes think maybe scout's movement speed needs to be increased by say maybe just a few % -- but that's honestly it, but scout is fine just now but I'm someone who's demigod tier with it keep in mind
Honestly yeah, most of the extra unlockable weapons being ass is fine since (aside from pyro) none of the stock weapons got fricked with to the point of borderline unusability is tolerable.
But as a combination of things, Gun Mettle/Meet Your Match were so fricking BAD for the game and they still haven't fixed the utterly fricked UI that leaves maps basically unplayable.
