There are two levels of Champion in Paldea. Kieran is in a whole different (unofficial) League at the Blueberry Academy.

Top Champion isn't even a real moniker of true talent because Geeta canonically jobs as she's desperate for new champions to emerge in Paldea, and thus regular champions from Paldea don't mean shit other than (You), the prodigal protagonist, and Nemona, the autist obsessed with battles to a point where she canonically mogs Kieran several times over.

No. Kieran gets stronger. Nemona gets stronger (she even has a dialogue with Hassel asking on how to raise the new dragon she found in Kitakami). Geeta gets stronger. Characters canonically get stronger, how is this concept hard to grasp for you?
Paldea keeps a permanent Champion in the league, the "Top Champion", and the ones that beat her become Champions too but without that obligation and they are always recognized as Champions, rather than "former Champions" like in other regions.
Kieran is from the league of an elite academy in the Unova region, it's its own thing separated from regional league seen in BW and BW2.
Florian beats Paldea's Top Champion and the Blueberry Academy Champion, so he becomes a Champion of both Paldea and BB, but he only has "Champion duties" in BB Academy.
