Try asking the other players at the table if they'd be okay with one of them playing a dragon and about the size/age/power level of said dragon.

I let my friend play a dragon from some 3rd party book. Five natural attacks, damage reduction, flight....his only weakness was his AC and he begged for a buff to that because it was so low. Gave it, then suddenly his AC became like 35 because he actually bothered to get buffs. He takes up half the squares in the dungeon on the battlemats and makes tabletop combat a clusterfrick. I'd be mad but there are two other players in the party with Large sized pets that they can enlarge to Huge size and that's all RAW.
I'm never DMing fricking Pathfinder again.

It's dungeons and dragons. It's a game about dungeons. Do you expect none of the adventures to involve entering a structure? Why would they allow multiple pet classes to exist in that game? Why would they make your pets grow to LARGE size in a game like this?
Also the game mostly is NOT about dungeons in fact. They are a side thing. But it's still annoying when it does happen and they complain that these ancient dwarves didn't make dragon sized rooms.

Well, it depends on the rules and the setting. Let him playthe first session as a useless dragon egg and then 10 odd years as a barely useful dragon hatchling. Melee fighter only, 1d2 damage, no spells, no ranged breath weapon.

I hate the idea of players who bring this shit to tables, but honestly, I've never encountered them. I'm pretty clear at outset what kind of game we're playing, and if they're in my inner circle, I let them shape the game.
If someone really wants to play a dragon, I'm not miffed by it, unless they're insisting to play it in an inappropriate game. Otherwise, having a game of dragons or mega monsters scheming together, is a fun game idea BUT only if the other players are down.
Basically, I'd not allow it in a standard dungeon fantasy game, but if my players want something more like an evil civ game, I'm down.

You can do the same shit with somebody wanting to be some edgy ancient evil or demon god or whatever anime villain of the week they're trying to LARP as (probably Sukuna instead of Naruto these days), just say "sure.....but your powers have diminished to the point you're no more than a weak mortal at the moment, you'll need to work to regain your powers" and then start them as a dhampir or hexblood
