You actually can't beat Pokemon Blue with just a Caterpie. Caterpie can't hit ghost types because its only attacks are tackle and struggle, which is normal type in gen 1. Metapod and Magikarp also have this problem.

You actually can't beat Pokemon Red or Blue with Caterpie because Struggle is Normal Type in Gen 1, for the record.

Not even by draining all of their PP and then using Struggle. Weedle can solo the game, because nothing is immune to Poison-types (the Steel-type wasn't invented yet), however, he's pretty much the single most difficult Pokemon out of the 147 mon's to do so, because your only real shot at beating it is to get him to level 100, and then hope for the best.

Weedle is also impossible without using items in battle, even at level 100 poison sting isn't enough to beat Agatha. With items the challenge is trivialized so there's not much point.
