Its a mess. On one hand its coop fallout which you can't do otherwise, on the other they threw in MMO ideas which taints and damages the entire experience. Its got the same factions you would want to play with as well as rewards, but they fricked up the factions so BoS is now a 'good guy' faction for example and Enclave is 'bad but not that bad'.
Its also disjointed with content spread across a clusterfrick of game modes and ideas. Its not just a world with linear quest lines and events on it. It has a frickton of different mission types that is largely overwhelming and a mess where half are useful and half are absolutely pointless and no way for people to know without being told otherwise.
It is also the only game in existence that has a box price, sub fee, cash shop, cash shop sub fee exclusive items AND a battle pass all at once. The most egregious amount of money grabbing scummery imaginable.
There's a lot of things you can rag on, but if you think it's the worst, anon, you ain't played a goddamn thing ever released.
There have been korean MMOs that make 76 look like a goddamn paradise.
see I don't even mind the atom shop (nowadays at least) because of the season passes making atoms pretty readily available. It's the private servers, weight restrictions, and other shit that I hate.
Also some basic QoL CAMP elements like ammo crafter and fusion core recharger are locked behind old passes that are no longer accessible or paid packs.
I'm sure they'll eventually end up f2p but the fact they aren't is shitty and it just makes getting friends into the game really annoying because they have to constantly hop servers over and over and over to find fusion cores to hoard, or mats for ammo.

Does the enclave actually have npcs now? Last time I had to keep running back to a giant base to talk to a monitor.

This is true of all locations and 'NPCs'. Its 1 quest giver with a name then they have 'Settler' around them.
