By treating inmates with respect and dignity, proper rehabilitation becomes a realistic possibility for many. I can understand why they wouldn't want to make exceptions to the system even for the handful for whom it's obviously impossible, because that could be a very slippery slope.
Our department lets prisoners have these shitty android tablets that can load some simple games, that's it. All movies have to be approved by committee so I imagine it would be even more of a headache for vidya.
Prisoners shouldn't be playing video games anyways. They should be reading, writing, improving themselves.

In general, yes. It makes sense: It's a safe and quiet form of entertainment (as long as they're careful to choose suitable games obviously- nothing too violent, nothing likely to provoke controller-throwing anger) and access can be treated as a revocable privilege to encourage good behaviour.
