Even just having too much money floating around can cause problems since then people don't monitor or control their spending. This is the exact reason why you employer cost controllers but I assume they had none of that. Even then I doubt it would have mattered much if Sega just kept signing off on the cheques.

I don't buy this for a second. Maybe the biggest budget Creative Assembly has ever had on a game, but not SEGA as a whole.
What other SEGA game could have had a bigger budget? They don't generally release blockbuster games with massive budgets like Activision or EA, but that's what Hyenas was.
All Yazuka games re-use the same assets over and over and over with most of the budget going to VA work and celebrity likenesses, and anything else Sega developed or published is never anything huge. Sonic Frontiers is the biggest game they've put out in a long time and there is no way that has a massive budget
