One of the biggest problems with spy is he basically gets double points for no reason so a decent spy player will almost always top the score while realistically contributing a lot less than most of the players below him which then has the effect that you describe of making other players switch to spy.

Just today in casual a gibus spy who could barely shoot me with ambassador standing still ran away and got a kill on our heavy and i literally couldnt stop him even with a melee crit
Life steal has a cool down, but it actually increases your max health that slowly ticks down and can be healed. Alternatively you get a permanent increase of Max hp equal to target max hp/10 up to a max of maybe 175 or 200. After that it just heals you for that amount. Just random ideas to make it more interesting idk might be a terrible idea.
The spy playing meta is dumb as frick and hasn't involved actually doing what spy is supposed do in a long time.
It's all about exploiting interpolation to stab people looking directly at you now

Make it so you steal less minimum HP per target or even just get rid of the overheal being so extreme

Honestly you don't need to frick with anything on spy, but remove the spawn wallhacks.
Then he can actually disguise again without immediately dying.
Spy tip: Run backwards away from your teammates as if you're engaged in combat with them. Have them fire at you to sell the illusion.
