Water starters are always the best because they all learn Ice moves which makes them obliterate all the rival fights and the inevitable E4's/Champion's Dragon type. They're also systematically the coolest and most raw starters of their gen (except for the chud seal)
As a kid it was Typhlosion, then I liked Meganium a few years later.
Later on, it was exclusively Feraligatr.

if you want to count alt forms and moves then feraligator still btfos it with dragon dance sheer force life orb without even looking at the typing
Meganium can set up screens with a surprising amount of bulk provided you aren't a retard who sits it in front of a type disadvantage.
Typhlosion has a mediocre movepool and is pure offensive that NEEDS threats checked before it can shine.
Feraligatr is slow as shit and most of its threats are not only faster than it, but typically even bulkier than it. But it has a very good movepool that can give it a good revenge-type pick during a battle.
Getting the Punches takes a while though and most of your damage will be through either midding SE water damage or Bite/Crunch, which makes it very valuable for mid game but very weak early and late game. Typhlosion NEEDS assistance to really shine as it isn't as fast at is needs to be to compete with Arcanine and Rapidash. It's obscenely strong in the very beginning, incredibly mediocre mid game, and becomes all but worthless in end game unless you build support for it.

Mine was close to that. I had Hydro Pump, Whirlpool, Slash and Bite. I kept Bite simply because he was an alligator and alligators Bite.

I usually pick my starter for each gen according to whether I'm gonna find a pokemon of that type I like more or not.
So in this case, Typhlosion because there's fuckall for fire types in gen 2.
