EX came out before Rival Schools and as the other anon said, 3D was the rage since Sega proved it was viable. But funny enough, when Sony didn't want 2D games on the PS1, Capcom told them to cut that noise or they wouldn't get Resident Evil.

EX2 & EX3 had multiple rows of characters. EX/EX Plus/EX Plus Alpha had one row.

To be fair, the ARIKA crew were former Capcom employees. So they had experience with their games.
