Wrong. Toddlers are kids who can't walk straight, regardless of their age.
It wasn't coined for kids who can't walk straight because there's something wrong with them, but for ones that can't walk straight because they're new at it. So from whenever they start walking frequently (so 1-something to 2) to when they should be walking with confidence (ideally while they're 3, or 4 at a stretch) they're a toddler. This obviously varies between kids, but if they're not walking confidently by 5 then there IS something wrong with them, and they're not considered a toddler regardless, they're considered developmentally delayed or handicapped. Poppy is not only over 5 but she can walk just fine, there's really no justification to call her a toddler regardless.

The joke is that despite Pokemon battling being the literal biggest cultural phenomenon of the Pokemon world, there's countries/regions the world over with Pokemon League institutions that, despite their best efforts, can't fricking find trainers more qualified for a roster of athletic elites than a fricking preschooler. 100% hard agree. I have no idea why they even bothered giving her an age that was different from her looks if they were going to go with something that was all of a few years off.
