I think 2's designs suck ass, not because of the designs themselves but because all of them are in the same game. Combined with the models it looks really weird. Take Vale, her model's face looks odd, but it probably wouldn't be too bad if everyone in the game had the same artist.
The main party looks good because they were all modeled based on the same artist, Torna all looked good together because they were modeled by the same artist (Even if it caused some weird story quirks like Jin and Malos wearing the same style of clothing even when they're fighting eachother in TGC)
Gorg, Perun, and especially Vess have this same problem. They seem to have rectified or at least lessened the problem in 3 because Masha looks like she fits right in with the rest of the characters despite being drawn by a different artist

Concept artist has control over shades, lights, colors can make fine details with no more cost to the cpu/gpu than photoshp needs for another layer. All for a single scene that does not need to be manipulated by the end user.
The considerations for all of these things changes when put into the 3D space and usually a professional studio has a team for all of this.
