I believe you're correct. It's been a long time but I remember hearing consoles were having trouble with loading times. Like the fricking game would spend literal tens of minutes (I'm not exaggerating) of just loading, this affected the pvp crucible side too. It got to the point were people genuinely thought the game was constantly freezing at the loading screen when that wasn't necessarily the case.

The planet is a gas giant, yes. I don't know it's ever addressed how the city can exist on it when the gravity for Neptune is way higher than Earth's.
