None of these evolutions actually require a region specifically in canon to evolve. We know their evo methods explicitly.
Honestly, I don’t think we can attribute it to laziness when they could have made something like Black Augerite purchasable in the Blueberry Academy store, if nothing else. Seems more like a conscious choice to encourage PLA sales.

They mostly work because they generally offer a different flair to existing options without making them (completely) redundant. Scizor has the same BST as Scyther, for example, and Scyther is still pretty damn strong aside from the shit typing. Pokemon like Politoed and Bellossom offer branching plaths to existing evolutions.
Crobat is a subjective thing. The buck teeth thing was only a Stadium issue if I recall correctly (I don’t pay much attention to this mon), but I can’t deny that it is a less fitting evolution than something like Porygon 2.

cross gen evos that came out after gen 4 were a mistake. gamefreak has become way too obsessed with lazy recolors and/or slapping facial hair on older mons or annihilapes case a really tacky wig

I absolutely hate the removal of the shagginess and the obscured eyes. I'm not a fan of the addition of light blue out of fear that it apparently wasn't icey enough before. THE FRICKING TUSKS and their placement drive me insane.
What's especially frustrating is that I would probably quite like the design with just a few simple changes. The addition of white, also a color common for Ice types, could look pretty natural if it was used for the fur instead of a weird mask thing around the eyes. Piloswine and Swinub are some of my favorite designs, so Mamoswine gets held under heavy scrutiny for me.
