Seviper's main issue is being too slow
everything less than base 100 speed is slow and has to have overpowered stats elsewhere (base 120/125+) to compensate
even then it's movepool dependant but that is the one problem Seviper doesn't have

Zangoose + Seviper should make an entirely new Pokemon

Regular buffs, like +10 to speed or +20 to attack, would go a long way to keeping certain Gen 3 Pokemon relevant.
I'm more in favor of buffs than new evolutions.
Tropius for example can have a simple stats buff than a new evolution.
