The average citizen in NC doesn't have combat cyberware, they have cosmetic/medical/cell phone tier cyberware, not hardware that lets them actually fight for shit. You can completely frick up citizens who just run and can't do shit to you. The point of the ending is that V is basically a normalgay now and he has to figure out what he wants to do with his life with the thing he's being doing all his life now unavailable to him.
