People get emotional over them because they were colleagues. Jackie in particular, no matter what your origin, is instrumental in keeping you alive while you learn how to live in Night City. T-Bug is a professional that you only meet in person once. It sure sucks she gets merked and it's really strange you don't meet anyone who knows her except the person at the app store, but I appreciate that you get the full range of the lifestyle. You do jobs with friends and people you hire.
While the game does get a little invested in making you feel bad for Jackie (you hear from his mom, you get his bike, his girlfriend is perhaps the only person in the entire city who cares about you if you don't do any romance stuff) I can appreciate the technique at least. I get why V felt sad but they definitely could have had you do more missions with Jackie if they wanted a bigger response from the player. Personally the first act should have been that all the gigs and side biz is what you see in the cutscene after the life path start section where you actually get to hang with Jackie and build that friendship. But they had Keanu so absolutely needed to get him on screen to get the most bang for their buck.

Anybody else think that the character deaths in act 1 are abrupt as frick? T-Bug gets one in-person scene with V before she dies offscreen and nobody brings her up again, Jackie dies after a few expository scenes with V, Evelyn dies basically off-screen after one in-person scene with V, Meredith dies after one scene or alternatively you get one random sex scene with her and then you never see her again. The player may give a shit because there is a quest marker. You are free to ignore the quest. V gives a shit because it's a neighbor they talked to once or twice.
Because despite being a game it is a very real world situation that some people might directly relate to or empathize with in some way.
But to empathise with the guy you got to have a history. I spoke to him once then he topped himself, no biggie. The cops you talk to could even have given you some backstory like he was involved in something like rivers case and it fricked his head, instead of just "he sad".

No you don't, empathizing with someone doesn't require a deep understanding of them personally but the ability to understand how they could be feeling based off the situation you are empathizing with them over. In this case of losing a best friend V would 100% empathize since Jackie just died. However you the player might not empathize with the guy as much since you've never been in that situation or are unable to imagine what they are going through although that begins to lean more towards just sympathy.
CDPR definitely could have done this a little better, the main assumption they seem to run off is that anyone would be able to empathize or at the least have sympathy for the guy having just lost his best friend and now co workers are showing up because they're worried, and outright say, he might do something stupid.

That and Johnny boy was obsessed with Arasaka ever since Alt got her mind ripped out with her own invention, Soulkiller, so is definitely nudging you to focus on them for his own reasons.
Evelyn is really the only one responsible for fricking up your life because if she had never set up the heist the VBs would have handled it in house because they wouldn't trust anyone with the chip that is their one ticket to getting Alt's attention.
