Its crazy how the blowback was all about the bugs and performance. Very few bring up the myriad of issues the game has even if it was a technically flawless game.

It's sad. A few side-missions even felt like the the devs were trying to give the player Deus Ex-lite kind of freedom but never polished the design or straight up scrapped the idea halfway through.
And this is shit that won't be fixed, whereas crashes, low fps or other bugs can usually be fixed.
Because in the end normalgays don't care about the broken promises or the fact everything interesting about the game was stripped away to turn it into an FPS with no actual roleplaying.
