It's not quite as good as modern DLSS, but anything is better than FSR 1.0

It IS actual FSR 2.0, it's completely open source, the devs will use the same source code to implement it, maybe they will do a better job at it but they are the Cyberpunk 2077 devs... so who knows.
It's actually not actual FSR 2.0, the guy said that much in the description, it is better than nothing still.

You can upscale from 480p to 1080p at the lowest settings, it actually looks good.
