Yes. You can use a Pokémon in its tier and any tier above it. A Pokémon’s tier determined by how much a pokemon is used in that tier used enough it goes into that teir, not used enough in its current tier it drops down a tier. If a Pokémon is considered to good for a tier it is placed in that BL for that tier (which is effectively that same as being in the teir above but that Pokémon hasn’t been used enough in that higher tier to be considered that tier)

I see it in VGC sure, but why outside of spinoffs in the GAMECUBE ERA is it not heavily implemented in single player? it's obvious that it is built around, and it is more dynamic for gameplay so I cannot imagine why it's all mostly single player in every modern game up to this point.

Moves like Sticky Web and Items like HDBs are pretty clear indication that GameFreak still designs the games around singles. On the flip side they also of course make abilities like Commander that are Doubles exclusive.
