Many devs have followed them and some even succeeded. Saints Row is one. What you need to understand is that there's no point on making a clone/copy of a gane if it's not gonna challenge the standard in some way. Why would anyone try to compete with GTA when you can just play GTA? It has too much stuff for other studios to compete. Same for the sims or skyrim.
